طراحی یک مدل تحیل پوششی داده‌های غیر‌محدب (FDH) برای ارزیابی عملکرد دبیرستان‌های شهرستان رستم

چکیده

امروزه با وجود فنآورشدن مدارس و رشد و پیشرفت تکنولوژی، همچنان نقش مدیریت و ارزیابی کارایی و عملکرد به عنوان عاملی حیاتی و راهبردی در بقای سازمان، کاملاً مشهود است. ارزیابی عملکرد مدارس و در نتیجه آن هدایت مدارس، یکی از مسائل پیچیده در امر آموزش و تعالی می‌باشد که به صورت عینی و کمی کمتر مورد توجه قرار گرفته است. در تحقیقاتی که در این حوزه انجام شده است کمتر می‌توان به یک تحقیقی عینی، که نتیجه آن ارزیابی و رتبه‌بندی مدارس و ارائه نمره کارایی مدارس باشد؛ دست یافت. از این رو محقق از مدل تحلیل پوششی داده‌ها برای ارزیابی کارایی مدارس استفاده می‌نماید. این مدل امکان ارائه نمره کارایی مدارس و رتبه-بندی کردن آنها را دارد و به علت استفاده از مدل‌سازی ریاضی اعتبار نتایج بسیار بالا می‌باشد. لذا در این مقاله محقق به ارائه مدلی ریاضی برای ارزیابی کارایی دبیرستان‌های شهر رستم می‌پردازد. در این تحقیق کاربردی که با روش توصیفی به سنجش کارایی دبیرستانهای شهرستان رستم می‌پردازد، 15 دبیرستان تحت ارزیابی کارایی قرار می‌گیرد. سپس با استفاده از نظرات متخصصان حوزه تعلیم و تربیت، شاخص‌های ورودی و خروجی مدارس استخراج شده و مدل تحلیل پوششی داده‌ها (FDH ) طراحی می‌گردد. مدل بوسیله نرم‌افزار GAMS حل شده و نتایج ارائه شده است. نتایج نشان می‌دهد که از بین دبیرستانهای مجود 10 دبیرستان به صورت کارا و 5 دبیرستان ناکارامعرفی شدند. در پایان نیز به تحلیل نتایج و رتبه‌بندی واحدهای کارا پرداخته شده است.

Today, despite the technology of the schools and growth and advancement of technology, the role of management, efficiency and performance evaluation as a vital and strategic factor in the survival of the organization is evident. Schools performance Evaluation and, consequently, schools management is one of the complex issues in education, which has been underestimated. In the past studies in this area, less can be achieved through an objective study, which results in the evaluation and ranking of schools efficiency and presentation of the school performance score. Hence, the researchers use non-convex data envelopment analysis model to evaluate the efficiency of schools. This model is able to present a score of school performance and rank them and due to the use of mathematical modeling, it is valid. Therefore, in this paper, the researcher presents a mathematical model for high school performance efficiency in Rostam city. In this descriptive study, 15 Rostam High Schools were evaluated. Then, by using the views of Education specialists, the schools input and output indicators are extracted and the data envelopment analysis model (FDH) is designed. The model is solved with the GAMS software and the results are presented. The results show, 10 high schools were efficient and 5 are inefficient. Finally, we also analyze the results and rank the effective units.
